A Failure: COP28 further weakens the Paris Agreement

Dubai, UAE – 11/12/2023*

The Pan African Climate Justice Alliance (PACJA) expresses profound disappointment with the outcome of COP28. The conference failed to make significant strides in reducing greenhouse gas emissions in alignment with the Paris Agreement, missing the target of limiting global temperature rise to 1.5 degrees Celsius.

PACJA highlighted concerns over the UAE’s appointment of an oil executive, Sultan Al Jaber, as COP28 president, citing a lack of commitment and facilitation of climate profiteers. The Loss and Damage Fund, though acknowledged, received criticism for inadequate pledges and unresolved issues hindering support for affected communities.

COP28 neglected critical conversations on phasing out fossil fuels, hindering global emission reduction efforts. Adaptation finance commitments for Africa fell short, with COP28 criticized for insufficient action toward meeting climate finance goals.

PACJA emphasized the need for transparent and accountable contributions to the Loss and Damage Fund, urging developed nations to fulfill climate finance commitments. Despite evidence presented by the Global Stock Take, COP28 failed to use scientific data for progressive decision-making.

While welcoming the Just Transition Work Programme, PACJA stressed the importance of a fair, sector-wide transition aligned with climate justice imperatives. The alliance called for the UNFCCC to regain control from global oil cartels, urging critical actions for survival: eliminating fossil fuels and implementing deep emission cuts, particularly in industrialized nations.

PACJA remains dedicated to forming impactful alliances and partnerships for achieving climate justice in Africa and globally.
